Engineering/FCC question

I was wondering.....

Let's say the operator on duty neglected to check the tower lights for like, a month. Who would be liable?

A. The operator.

B. The Engineer who failed to inspect the log for 30 days?

Question 2:

If an inspection by the FCC after the fact revealed the violation, would the station be subject to fine?

If the logs had been altered to show the tower lights had been inspected and then written evidence to the contrary surfaced to contradict that, would the station then be guilty of Lack of Candor before the FCC?

Just askin'.
 
Q1: Neither. The licensee is always liable, although they might fire the Chief Operator, or jock, or whomever is making more than minimum wage on December 31 of each year.

Q2: Yes, and yes, with a fine that could amount to over $200,000.

Seems like a good case for an automatic monitoring system. Why doesn't the station have one already?

ummm... has someone been "forgetting" to take some tower light readings lately???
