I'm betting the order of the stations is by billing. Maybe ratings?

Wouldn't surprise me, but I'd be a bit surprised if WSPA-FM didn't outbill WORD. AC stations typically don't have to smash the ratings to bill very well. I just noticed WFBC got a new logo.

You're probably right about that. After all, there is almost no local talent on Magic, yet WORD is all local all day (except for Rush)
 
AC's need to be well programmed (an area WSPA FM has really improved in over the past year), but they're pretty easy to rake in the cash if the market and programming is right without a ton of overhead (like WORD, B, Planet have) Especially in most PPM markets. If memory serves correctly, WSPA FM is local middays and some weekend shifts. I've noticed they've nixed the last 30 minutes of the Murphy, Sam, and Jodi show to extend the all music "workday kickoff".
