Check out Tom Taylor's story on the Radio-Info home page today: 7/16. There is a proposal underfoot to allow broadcasters to sell-off oversized "grandfathered" clusters of stations to a single buyer as long as the buyer turns and sells off any stations over the limit to a minority or "small business" broadcaster.

I'm not sure if I explained that right, but read today's story titled: "Why not let oversize “grandfathered” clusters be sold intact…with a minority spinoff?"
