Best guess : weights to balance the mic arm ? The RE27 isn't as heavy as a u87 and shockmount so perhaps they didn't want to replace the mic arm springs ?
 
Yes, it looks like the weight/shock mount for the mic. Some mics are too light for the springs on the boom arm and you need to add some weight for it to stay in the lowered position. The weights I've seen are usually made to be shock mounts as well.

And then you have the mics that are to heavy for typical booms...

Bad Vibrations?

Shock mount or vibration isolator maybe, but I'm not buying the "weight" idea. Look at [urlhttp://www.ryanseacrest.com/dyn/images/00000000/0000000/000000/00000/0000/200/207/207.jpg]this picture[/url] again. That's a straight-up mic boom, with no spring loading. Weight isn't the issue.

If it's a "filter", why does the mic cord obviously bypass it? It looks similar to this isolation mount.
 
It probably won't break all the time like the rubber bands do for the normal RE27 shock mount. Honestly, if it does the job, I'd rather have what he has.
