Has the character or Alex Taggert been dropped from the show? I haven't seen him since the season premiere. I know they had a new kid playing him. Why did they drop the kid who played him the past few years?

Kid was hired full-time at the ABC show Rodney and opted not to return.

He was a minor player, anyway, so it's not like they dropped him all together. He will re-appear soon in a storyline about Sam's incarcerated husband and a new man in her life.

I believe that in the first episode of this season (which concluded the cliffhanger from the last season where Alex went astray), he was played by a different actor.
