Exciting new format on 860

On Saturday, I took a drive up to Phoenix and noticed the present format of KMVP-860. It appears to be a continuous loop about three minutes long, and all it does is tell listeners to retune to KTAR-620. It appears that this exciting format has been going on for months.

If the FCC asked Bonneville to explain how KMVP serves the public interest, how might they respond?

I've never heard the three minute format on any other station.
