Expanded Band AM

What is the current status of the Expanded Band AM (1605-1705 kHz) program? Have all the stations who wished to migrate from there spot on the old band done so, making the new portion of the band eligible for new stations/licensees?

And have the station facilities requirements for expanded band stations (originally 10kw days, 1kw nights minimum with or without C-Quam) been changed to allow lower daytime power and/or directional arrays?

Apparently the requirement for X band stations to shut down the old license was dropped.

X Banders in some circumstances have higher night power if they can beam it out over the Atlantic or Pacific where they do not add to the RF over the US mainland.

I believe the few stations with less than 10 kw day do so because they have antennas with higher efficiency and they thus have to reduce power into the tower to create the proper field strength for the class of station.

Is the FCC accepting new applications for Expanded Band AM stations? If so, do they have to be made during the same windows if/when such windows for new apps open? Or are the handful now on-air the end of it?
