Libation is a rare Energy drink on the list of banned beverages in the United States.

(There was also one called Cocaine at one point too...but I'm not sure if that one has also been banned or not.)

2008 may bring history with either our first African-American president in the form of Barack Obama; our first female president in the form of Hillary Clinton (Hillary Rodham Clinton, if you wanna be technical); our first First Husband in the form of former president Bill "I did not inhale" Clinton; or, our first president named Mitt in the form of former Massachusetts governor Mitt Romney.

Mitt Romney sounds like a name a woman bearing a child in a horse-drawn caravan might bestow upon a baby born wearing mittens!

(I am only guessing you really didnt mean to highlight your entire clue but just the last word or phrase sooooo...)

$1.5 million will buy alot of Tic Tacs. ;D

(I strictly forbid Dude from answering this at all. No "Tic Tacs are awesome" or "Tic Tac 42 is fun" or something assinine like that. Thank you very much. ::) )

Tic Tacs, Patty Wax, give the frog a loan; his old man's a rolling stone.

(This is the last line of a long, long joke that's been around for a quarter of a century. I will NOT post the whole thing unless someone begs and pleads. It's that bad.)

(Les, I believe that is "give the dog a bone"...unless yours is a different version I'm not familiar with...not that I remember the real version much anyway ;) )

School, for some people, goes on and on and on as they pursue higher degrees of certification.

(I'm not one of them. Four years of college was enough. ::) )

(Hijacking Dude's answer...)

Certification of something, such as a check or mail, means the receiver may have to provide a signature or identification.
