FCC Database Station Status

I was recently just looking through the FCC database, for TV stations in my area (yes, I’m a TV geek,) and I recently saw this under a status for one of the stations: “Status: CP Off Air.” The type of station is an UHF Digital Low Power, but what does “Status: CP Off Air,” mean?

I know their analog is currently off due to “PROGRAM SOURCE” problems. Would that cause the status of their Digital to be CP Off air, or is it possible that it's off for a technial reason?

CP means Construction Permit. Off Air would indicate that the facility has not been built and is not yet in program test mode.
