FCC fines WQYK FM 10,000 for excessive RF exposure

If I read this correctly, everyone associated on the top of that building shares responsibility for RF exposure. WRBQ is up there too, yet I don't see them mentioned in the article or in the FCC order on review.
 
To twist a few lyrics, life is a rock but the radio nuked us, but only if I read the article correctly.
 
In 1988, when I was WQYK's Chief Engineer, I had our Consulting Engineers take measurements on the roof of the building.
At that time, I posted signs all over the roof and painted areas of the roof and on the Helipad where the RF was high. I also posted signs on the door going to the roof and in the stairwell leading to the Helipad.
I can't imagine what happened to the signs or why the roof and Helipad warning areas were not repainted.
 
I notice WQYK and WRBQ have CPs to move to a tower SE of downtown. I guess CBS has given up on that rooftop. ???
 
I used to work in this building (formerly First Florida Bank), on the 30th-something floor, in the early 90's. It was an RF mess back then not only in the building but for a few blocks at ground level.
