FCC in SW Indiana

Stopped in Mr Carmel IL checking for a "spur" from WVJC. No equipment with the officer to accurately run a check. Just a receiver. Complaint bring them to town???

WVJC is 50k and is heard in SW Indiana.

Ever see inside of their vehicles. :D

They have a decent setup. A now retired agent gave me a tour one day. I got a serious case of the "I want that setup" after seeing what he could do in a normal looking vehicle. GPS triangulation and accurate power measurements. Plus all the databases needed to know what SHOULD be going on. If I ever leave what I do in radio I wouldn't mind crossing over to the enforcement side.
 
I heard they were in Clinton at the Religion 93.9 station yesterday...don't know more than that.
 
When is this suppose to happen? I thought they'd
already done this when it was the Song. How much
more power will they get from this...coverage? Do
I smell another format change once this happens
for FMTalk?

WQKC 93.7 Seymour (24kw @ 213m HAAT) has received a CP to become 93.9 Sellersburg (2.67kw @ 152m).
WWFT 93.9 Fishers (2.95kw @ 145m HAAT) is involved in a rulemaking that would:
1) Move 93.9 Fishers to Lawrence and increase class from A to B1 (power increase possible)
2) Change 93.9 Clinton - WPFR's channel - to 93.7 Clinton

No applications have been filed for WWFT or WPFR for their moves. WPFR filed a petition for reconsideration on 07/30/07 following the Report and Order on the subject 06/27/07.

In their petition to reconsider they mention:
"The commission failed to properly inquire about premature, upgraded operations by one of the stations whose licensees seek the changes the Order improperly authorized."

WPFR also complains that "Lawrence" does not meet the standard for an independent community, that WPFR is not being compensated for the cost of channel change, and that the decision was not published in the Federal Register.
 
Cumulus WWFT signal can be heard over the Clinton station in their city of license.

The premature upgrade is the interference they and others ahve received since last year.

Normally the Commission requires one moving a station to pay for the upgrade.

Congress requires any change or decision to be published in the Federal Register.

Lew Dickey is though running the FCC from Cumulus. everything he wants they do. He has money in the right places. This is the Mafia in charge of a government agency.

Yes Lawrence is totally independent from Indy, right??. Now the station started out in Noblesville, moved to Fishers, and now Lawrence. What is Indygov?
 
But the Move of 93.9 from Noblesville to Fishers to Lawrence also curtailed 2 indy only stations to move to the burbs in 104.5 from Indy to Noblesville and 95.5 from Indy to Fishers. so it aint like 93.9 totally abandoned both cities. more like indy losing 2 stations even though they are sill city grade signals
 
Indy isn't losing any stations!

The "Lawrence" station site is near Beach Grove ... they actually moved the site 5.4 miles FURTHER away from Lawrence than it was before! They don't have a CP yet, so if WWFT has upgraded the facilities there will be serious trouble.

The new "Fishers" station site? The exact same tower. No real loss to Indy.

This move simply provides better coverage for 93.9 FM across all of Indy ... leveraging the alledged "first service" to Lawrence as a reason to make this change and force WPFR to change frequencies, and "moving" WFMS on paper so the only "service" to Fishers is not "lost" (negating the benefit of adding Lawrence).

Congrats to Lico ... they pulled a fast one and won! :(


On the other subject:
WQKC in Seymour soon Sellersburg DOES have a CP for their new 96.9 frequency (granted in 2005). If WQKC is on air under program test authority it could be having an effect on WPFR.

WQKC is still on the air on 93.7 & will remain so for a minimum of another 60 days...probably longer. The CP is for 93.9, not nearby WKLO's frequency of 96.9.
 
Yesterday the Commission stopped at the last known studio address for WYNG Mt Carmel. (You notify the Commission if you move.)

Staff scratched their heads and said they didn't know where the main studio was.

Main Studio of record has been outside of the 1 mv of the Class B signal for 15 years.

(No one notified the feds they moved)

(STL to the Main Studio is still licensed to the last known Main studio location on Lincoln Avenue in Evansville.)

Typo on the 96.9 in my post ... the CP for 93.9 is the one that could interfere with WPFR if they begin testing.
Has WQKC built their new site?
 
While what I have isn't 100% documented, I believe this to be fairly accurate : WQKC's new site will be on the National City Bank building in downtown Louisville (same site as 103.9/Louisville). I understand that the lease is signed, the transmitter is in Cumulus' possession, but not on site and that they are working on securing/building studios. The CP expires in March 2008. If WPFR and new WQKC were both on, they only need to be about 70 miles apart to meet spacing requirements. Downtown Clinton is 133 miles from the new WQKC so there's no issue there. Clinton to the proposed WWFT site in SE Marion County is only 71 miles, so 93.9 in Clinton and WWFT B1 could not co-exist. These numbers are all plus/minus the location of WPFR relative to Clinton, which I did not look into.
