If the "if it's after 10 pm, pretty much anything goes, but before that, it doesn't" rule is to continue to exist and isn't adjusted to account for that traditional timeshift (which existed long before the 10 pm rule was officially adopted), then yes, networks should run prime time from 8-11 in all time zones just to prevent future hassles like this.
