FCC: No Cyberbullies

I've been studying the FCC for many years, and don't believe I've ever seen them announce anything like this, as quoted from AP:

The FCC says schools which receive subsidies for Internet service will need to teach students about cyberbullying.

Is the FCC overstepping its bounds by requiring this kind of education?
 
So does this mean it's illegal for me to pick on "djfrrrrrrresh" now?
 
If they can't do anything about the RF noise from TRIACs, why do they think they have any
say about "good manners" in communications?

They might just as well be worried about stray and unneccesary apostrophes in writing.
 
Why does the FCC think they have control over school bullying. Its something that should be stopped, but not by the FCC.

I know some bullies the FCC should stop, they've been bullying my AM radio band for a couple years now beating up stations weaker than them and hogging AM bandwidth. I think the FCC needs to do something with these bullies first.

YES!

Censorship on a liberal slant, oops. I guess the FCC is going to fine me for saying that because I want Obama out by 2012 electroral process! ::)

On the other hand isn't the Congress overstepping its bounds when it tells a local radio station how to spend its money? Where is it's Constitutional authority to do that?
