FCC to auction new TV channel in Atlantic City market

"The filing deadline for those wanting to bid on the Atlantic City channel is Dec. 15. The auction is scheduled for Feb. 15. Applicants will need at least a $200,000 deposit in order to bid in the auction."

Given that there is already WMGM, WMCN and WWSI - there is already a surplus of TV stations. I'm wondering if a new station would just be like WMCN, or if something else could work.

Interestingly, WMGM is carried on CH.4 on Comcast in Atlantic and Cape May counties. Would a real Channel 4 be able to bump WMGM off Channel 4 of cable? Does WMGM's historic carriage at that number prevail or the new station that seeks the same OTA number as cable number prevail?
 
I'd also be interested in the Seaford Del. Channel 5. I wonder if Hearst would see it worthwhile to get the license and make it the NBC affiliate for the Salisbury market.
