FCC's proposal

For smaller markets and stations with specialized programming. Providence is not a smaller market, although I didn't read the whole thing to see what is considered a smaller market. Providence is getting smaller per Arbitron. As far as specialized programming I don't think that definition applies to any of the major stations. Maybe the Spanish ones.
