According to the article, 88.3 applied for FEMA money in order to fix their transmitter and get back to their regular coverage area ASAP.
And FEMA turned them down because they say that reading for the blind is not an "essential service". That is their definition of a non-profit, however dumbassed it may sound.
I know if I were blind, a station that could read to me such things as articles in the T-P (among other things) would be important.
