Filmed in 16:9, broadcast in 4:3??

I've got Dish Network with the HD-DVR, and local channels OTA. I'm DVR'ing tonight's "Family Guy" for later, but decided to check out the first few minutes on my 19" TV in the bedroom. When I'm watching something that was recorded from an HD channel on my 19" TV, the Dish box gives me the option of "Full screen" or "Letterbox". I zoom out to "Letterbox" and notice a small space in between the tops of the black bars (pillars) and the top horizontal black bar .....where the action continues! The show is apparently filmed in 16:9 widescreen! As far as I can tell, either the Fox network is inserting the pillars and sending the show in 4:3 even though it's filmed in 16:9, or my local Fox station is inserting the pillars and broadcasting it in 4:3.

What's up with that?? Do I need to write a nasty letter to Fox? ;D
 
"Family Guy" was broadcasted in SD by FOX. However, a couple of previews and commercials were indeed in HD.
