Fios in Ocean County, no Philly locals

I checked the Fios lineup servicing Toms River and saw no Philly locals.
Not good in general for Philly TV and media.

Did the network O&O in Philly when negotiating their contract w/Fios not care for Ocean Co. coverage?
Perhaps its "NY stations and us are co-owned so NJ boundaries - stick to DMA" effect, or its that confusion
of Ocean County with Ocean City. On the other hand, the Salisbury MD stations will ensure they have Kent Co.
DE coverage (cable and now Fios), as its a huge county for them to be in(relatively), even if Nielsen wont count it in their DMA.

Fios is generally good with out of markets, but perhaps they're going to be zones where they won't be doing it.
-Anne Arundel and Howard Co. gets Baltimore (in DMA), with Washington DC stations (out of DMA)
-Mercer Co. gets Philly and NY (out of DMA). Mercer Co. never seems to have a problem here.
-Kent Co. DE (Central DE) gets Philly and Salisbury and WBAL/WMAR (latter two, out of DMA).
-Tampa/St.Petersburg gets secondary station WWSB 40 (ABC)/cable 7 from Sarasota, station not granted ABC affiliation
really to serve Tampa/St.Petersburg, but intended for Sarasota. Fios carries it thoughout DMA.

I'd think that Ocean Co. needs Philly TV for news purposes (severe weather, for example). I have compared NY and Philly TV on occasion, when a network station from Philly TV was indicating on the screen news for Ocean County but NY stations were not indicating the same.

Also, this further pushes that Ocean Co. will be like Mexico, in that Philly stations will consider it out of territorial bounds for regular news purposes, which for most part they do already though some news stories will be from there.

The same happens with Elkton and Cecil Co. MD, while many in Cecil Co. associate with Wilmington DE market (for work, for shopping) not the Baltimore market, though Baltimore stations do MD news. There is also that Susquehanna River and other barriers, where Cecil Co. connects to New Castle Co. DE more straightforward. Action News generally will say "near Newark DE" for the few news stories when Elkton, MD gets mentioned, like a murder or something (has to be big)

In Ocean Co., Comcast carries WPVI-6, WHYY-12 and WMCN-44 on analog, and then WTXF, KYW and WCAU, WPHL and WPSG on digital, as Comcast wanted to save space. WMCN remains as they filed a market modification petition with Comcast to get on Ocean Co.
 
I hear from a fairly credible source that Southern & Western Ocean Counties will have different line-ups, with Philly locals in HD. We'll see though...
