First of Seattle's LPFMs Is on the air...

KXSU 102.1 signed on last Friday or Saturday. 7 watts from the pool room (?) of the Cabrini Medical Tower on First Hill (I had to go to a Dr appointment recently on the 21st floor last year and noticed it would be a good in-city FM site...LOS well into North Seattle and Eastside).

I can pick it up somewhat well at my overnight job here on the water in Belltown. Jiggle the antenna/power cord on the work-provided wave radio and it comes in full-quieting. Not too shabby...

Car reception works well. No problems picking it up starting in Green Lake going into downtown.

This is the first of at least three LPFM's that I'm aware of who are actively working on getting on the air. From what I've heard Hollow Earth Radio intends to be on-air this summer at 100.3 but has some tower site issues. Fulcrum Community Communications intends on signing on KBFG-LP on 107.3 during the second half of this year from the top of the Norse Home building on Phinney Ridge. Format will likely be featuring a large portion of "alternative" talk. Both should put 60 dBu signals over a good chunk of downtown in theory.

No idea about KODX-LP on 96.9 in U-district who had similar plans for their station located near (but not on) UW tower. I can't get ahold of anybody there...website looks like it hasn't been updated since around 2002-03.

No word on KDXB-LP (KMIH's "sister" station?) and their share-time partner on 101.1 out of Magnuson Park. Same with KVRU 105.7 in South Seattle...

UPDATE: Apparently, KMGP on 101.1 will be on the air in the next couple of months. Will broadcast from Hangar 80 at Sand Point Park. Has a Facebook page...

I believe it's one to a customer, so there shouldn't be any "sister stations".
 
102.1's programming from what I have heard could be described as "KEXP-like". College rock, indie, an occasional hip-hop tune. I haven't heard any imaging, but I'm not locking the station in and rippin' off the knob so I'm kinda in the dark on that! I'll keep an eye on it tonight...

And semoochie is right. The way it was intended to be, there is only one LPFM per group. The FCC said "See? This is solid policy...NOBODY will be able to bend the rules to their favor if we only permit one LPFM per applicant!" However, that does not preclude either of these loopholes:

- A "franchise" of a church or non-profit opens up a new LPFM. According to the FCC, the "franchise" is the licensee, even though it may not have much (if any) autonomy from central offices. I'm pretty sure the Seventh-Day Adventists have been playing this game a lot recently in the Southeast. Most end up affiliating with LifeTalk Radio 24/7 (even though its not local in origin, so probably a FCC LPFM violation...if they could be bothered to care)


- A shell company or re-named group applies for the LPFM separately from another radio station. In this case, KDXB-LP is to be owned by "KMIH.org Radio Booster Club". Ditto with their 94.5 translator. KMIH itself is owned by "Mercer Island School District #400". According to the FCC, this is A-OK even though in all reality they will likely be "sister stations". Or, just a chance for the well-heeled parents of Mercer Island High students to have their own programming. Regardless, I'd be shocked if KDXB isn't co-located and/or co-managed with KMIH (or KMIH/94.5 gets sold off with Hotjamz going to 101.1). This is also how KGHO-LP got their chain of translators...I'm pretty sure a LP is only allowed one translator, so they have another non-profit "organization" apply for the rest (which is completely legal)

Oh please. The record shows that the Booster Club was formed in 2004, way before any application was contemplated. The rules stipulate that there cannot be any operational or management agreements between the new LPFM and the school district, so it's doubtful that the station will be in some server-room closet at the school. I hear that the Booster Club is simply a bunch of alumni and ex-staffers that have now grown up as adults and wish to provide a community station for downtown Seattle. It will be interesting to see what will happen to this station given the share-time arrangement with Sandpoint-Magnuson Park.
 
Steve, I have tried to send a couple of messages. We got granted for a new tower site & channel with KWJZ. I would like to catch up! Hope all is well with you.
