Flinn Broadcasting applied for allotment change for WWJX to digital 23

I just noticed that the FCC site shows a pending application to get permission to use channel 23. I wonder why Flinn is deciding to go after that allotment? What will happen to W23BC if the allotment is granted? I assume it would have to either move to another channel or go off the air.

Also, has anyone heard how their full power tower construction is going?
 
I can only guess maybe it has something to do with the fact he already has a ch 23 here in Memphis. Maybe its to re-allocate some equipment like an antenna instead of purchasing new. Possibly so that redundant equipment could work in both locations in the case of failure.
 
Is JSU still using channel 23? It was very very weak. I haven't seen anything on that channel in years. Any Idea if or when WWJX might be going full power? Its been at flea power for quite a while.
