Flint-Saginaw PD (searching for)

I'm trying to track down a guy I started out with in Cincinnati. He was a PD in Flint/Saginaw in early 90's (?). Robert Wagner. Can someone point me in his direction?
 
try looking in fort wayne indiana. thought i heard him on the air in that market while driving thru a while back.
