The coverage issue might not be that big of a deal if 100.3 goes mono (I assume it is), and if the PPM units are inside radio locators purple circle for car listensership:

I have found music stations work well in the purple circle not always stopping scan but usually no interference. A mono signal will reject interference better most of the time so coverage should be better than a music station.
The FCC's 60 DB should stop a "scan" function on most radios:

so they should have most of the market covered unless a bunch Cinncinati PPM units end up in Hamilton or Lebanon.
If I was programming it I would take live and local sports talk at least 5 AM till 9 PM seven day a week unless you are covering a game. Many be even 24 live local sports talk. There is enough good sports talk talent (radio and ex jocks) that staffing it would not be that expensive. Heck you could even have "on the air' tryouts and let listeners "pick" your talent.
