Some background would probably help here. What is the background on the station? Power?, Directional? Part 15?

Also if this thing already has a CP that you are building out, there must be more parameters that must be met to match the engineering submitted with the application like number of bays, spacing, TPO vs ERP, ect. End of the day it must match what the license says!

Part 15 or pirate: well whatever you think you can get by with until the inevitable knock on the door!!
 
Let alone the part stating they have the financial means for construction.
