I am looking for a recommendation for a receive antenna for an EAS system. I need a directional antenna that is mechanically robust that won't break the bank.

I don't know how big the bank is, but the Scala FM Yagis and Log-Periodic antennas are worth the money. They are built like the proverbial brick sh*t house. For a long time I thought they were way too expensive (about $600) but after replacing a couple of Winegard and Antennacraft antennas after some bad storms, the Scala's looked a lot better. Mine were mounted up on a tower, so I had to hire a climber to fix the wreckage so that influenced my decision. After installing the Scala's, I've never had to "fix" them again, despite some pretty weird weather. Your application may be different. For a second choice, the people at Samco http://www.samcoantennas.com/ will custom build a Yagi for you. They make the antennas for Marti, and they do hold up quite well. They don't have the gain the Scala's do, but as I recall they also cost about 3 db less.
Talking of 88-108mhz receiving antennas, i use a 26 element Ron Smith Galaxie model, performance is stellar.
I have had this antenna for approx 16 years, works well, but the build quality is not up to the pro level.
They primarily do ham radio stuff, but we've had them make a lot of FM band EAS antennas and they are quite good. You have to custom order (by phone or e-mail) the FM stuff, but they make it in a day and deliver within a week. We've had no problems with them at all, so far. We have also used their ground plane antennas and a horizontal dipole as transmit antennas to preserve a couple of stations' CPs.
Thanks for all of the suggestions. Looks like one of the recommendations here will work for us. We have a Winegard that is slowly being destroyed by a flock of buzzards, and need something a little more heavy duty. Thanks again.
