If it’s for 103.9, $1M seems like a pretty good deal. That signal covers Sacramento with decent coverage from it’s perch above Newcastle.
 
Some Amateur transceivers have a button or switching saying "Rx/Tx" or something like that.
Tx/Rx notation is also commonly used for describing the direction of flow of bits over a computer serial connection, as in, the line that "transmits" bits to another device is called Tx, whereas the one that "receives" bits from that device is called the Rx line.

The particulars vary depending on the type of connection and protocols used, but this basic nomenclature tends to be almost universal.

Especially on ham transceivers since they're very small!
 
It helps to understand some geography---I've been here ten years, and I still occasionally have to double-check:

There is really one big valley (Barbara Stanwyck, call your agent)---the Central Valley, but it's divided (purely in concept) into the San Joaquin Valley and the Sacramento Valley.

Most folks who have to use those references for a living make Lodi the breaking point. Everything north of there (up to Redding) is Sacramento Valley, everything south is San Joaquin Valley.

The listing says both "Sacramento Valley" (in the heading) and "hills east of Sacramento" (in the body). I'd say anywhere in the Sierra foothills from east of Lodi to east of Yuba City is probably a good ballpark. If the listing is misleading, it could in theory go all the way up to east of Chico or even Redding.

That one isn't a class A. There's also a possibility that it's the 107.5 for Sutter Creek, which just filed to become silent. After you sign the NDA they'll say "well, yeah, it's a non-comm license but it's not in the reserved band". There have been instances of people removing the non-comm status, but I'm not sure what that would involve in this case.

I could have swore a new allocation (in the case of 107.5 Sutter Creek) cannot file for a modification to commercial for at least 5 years from license to cover date. We’d have well over another year and a half before that could be arranged. Plus, $1M for that particular facility would be somewhat of a pipe dream. I suppose the upside is another non-comm could pick that license (and possibly tx equipment) for far less.

My money is still on 103.9. Dark horse is 92.1.

103.9 is NOT for sale according to the CEO in a company virtual townhall last week. When asked if other CCMs in the company are for sale...he said "No".
 
So, that pretty much means

I suppose it’s still possible they could unload 103.9, but very unlikely this listing is for it.

That leaves 92.1 as the most likely candidate. I suppose KJCN could fit the description, but anywhere close to the $1mil asking price would be laughable (considering what Lazer just paid for KCCL, a superior class A signal for Sac). Possibly could be KEFM-LD, but their tower is in Elverta…not in the hills to the east.

The beauty is, Lotus could have the superior 105.5 signal and it won’t cost them a dime.
