FM Translator FCC Rules

Question:

How much can an FM translator CP be modified as a minor change...is there a city of license rule with a minimum signal over a particular city?
 
No minimum signal rule, since a translator wouldn't have enough power to throw even a 60 dbu over a large city.

From memory, so I would just go read the rules (47 CFR 74.1201 et seq.):

1. You can move to an adjacent channel.
2. You can move to an IF beat channel (but not if its a commercial translator and the IF beat falls below 92.1)
3. You can change transmitter location, inclrease power, height or change antenna so long as you are covering esssentially the same city of license.

Of course, must meet protections standards, such as they are, of 74.1204.

10.7 mhz up or down. Of course this doesn't work out precisely.

Example: We had a translator on 93.5 at a city site prone to vandalism. Also didn't cover like we expected. Our main channel is 93.9, about this time rumbles about opening 3rd adjacents, even 2nd adjacents to LPFM's. We moved the translator to the site of another translator we had (on 92.9), changed frequency to 104.3 (93.5+ 10.7 = 104.2...we could then use either 104.1 or 104.3),upped power and changed primary station to a non-com college station. All these changes still minor change since we were still covering a portion of the same city.

Actually +/- 10.6 or 10.8 since thats the closest you can get to the 10.7MHz IF....

Full service FMs cannot be assigned to that type of channel if there is another full service station already on the offset...(due to the Local Oscillator in the rcvr being the culprit) They can get assigned with distance...
