FM transmitter question

How far can FM transmitters reach without an FCC license? And are they measured in watts like a real radio station? If so, would someone be interested in setting up an FM transmitter simulcasting 101.1 Jack FM from Peoria IL. It would be interesting to see how the Jack FM simulcast works out. I figured if Alt-104.5 is only 250 watts and can reach the five cities fine then an FM transmitter about 250 watts (If it's done that way) would work wonderfully for this. Preferred spot for this (If anybody's willing to do this) would be I74 portion of Davenport, Bettendorf, Moline or East Moline. It would suck if I couldn't receive the simulcast because of how it's positioned. I'd do this myself but don't really have the time to do this nor a good enough computer.
 
Quoting from the FCC Guidelines for unlicensed operation:
Unlicensed operation on the AM and FM radio broadcast bands is permitted for some extremely low powered devices covered under Part 15 of the FCC's rules. On FM frequencies, these devices are limited to an effective service range of approximately 200 feet (61 meters).

The rules actually provide a field strength limitation on FM, of 250 microVolts per meter, measured at a distance of 3 meters from the transmitting antenna. Assuming a decent antenna, the Total Power Output from your transmitter would be less than 0.001 Watts (1 mW).
