The only federal stations are the VOA and its Miami-based spinoff, and they are also prohibited by law from broadcasting domestically.

But they were never prohibited from verifying reception reports from US listeners. I have several QSLs from the VOA circa 1970-71, including a semi-rare one from Sri Lanka (then known as Ceylon) for their 35 kW relay station that existed at the time.

Absolutely. I had Medium Wave verifications from VOA Rhodes, Philippines, Marathon and several other relay locations and they were quite rapidly issued and mailed.
