I got a friend running a internet radio station...i asked him to play a certain song that has a few cuss words.he would not do it.do the same rules apply to internet radio as FM Radio ?

The short answer is no. Since the internet is a broad spectrum, the FCC would be forcing themselves on people from countries where our laws do not apply.

Your friend chose not to play such music because of his personal beliefs or not wanting to offend listeners or advertisers.
