So if Canadian business' can't "expense" ads on American stations why don't they just set up a U.S. "corporation" and just advertise on U.S. stations that way. I'm sure Canadian authorities might frown on it but I don't see that they'd be able to do anything about it unless they have laws on their books about "fudging" the issue.
Retail accounts are not going to incur large expenses in that way. And, what I am told second-hand, the Canadian regulations take into account this type of "hidden transaction" as eventually the funds have to move from Canada to the US.

That's exactly what CKLW did. There was CKLW the radio station in Windsor, and CKLW Radio Sales in a Detroit suburb that handled all the US-side sales.

But in that case, the location of an office in the US was due to nearly all the revenue coming out of Detroit. And a Canadian station can sell advertising to US clients and those clients can expense the cost. When it is the other way around, it does not work.

Speaking of Canada & Canadians....I do remember 40+ years ago working in Florida of many stations down there having lots of programming [and playing Canadian programs] during the winter months targeting the Canadian visitors that flocked down there. Not sure if it's still done nowadays. I do know that where I live now seeing an invasion of RVs and other vehicles with Ontario plates heading down the Interstate. I guess it funneled people from the New York & Michigan sides to the main Interstates that ended up in Florida. I've even seen medical centers in the Saint Petersburg area specifically set up for Canadian people only. Strangely, I don't remember seeing many Ontario or other Canadian plates around when I've been down there the last few winters. I wonder where they're hiding out at.

Canada had much stricter Covid rules and I don't believe Canadians could cross the border and vice versa during the worst of it (DeSantis would have said "come on and bring your Covid with you!"). I'm thinking there were CBC programs aired on some Florida stations; of course now CBC radio can be streamed.

This was decades before Covid had reared its ugly head. In 2020 when Covid was first being whispered about I was arriving at Orlando's airport and the only ones wearing masks were people of Asian descent. A week and a half later almost everyone in the airport were wearing masks when I left. After that, I didn't really travel anywhere cause everything was closed down. When they re-started the business convention, I still stayed the hell away from everyone for the most part and wore a mask anyways.
