Fort Myers: Miami Dolphins broadcast...on two stations at the same time!

I tuned in last Thursday (November 13,2014) to listen to the Miami Dolphins football matchup against the Buffalo Bills. I unintentionally tuned in to WWCN "99.3 ESPN" (a Beasley station) and discovered they were airing the Westwood One broadcast featuring Ian Eagle at play-by-play. Beasley's other station, WRXK "96 K-Rock," has the exclusive rights to air the Miami Dolphins football games. How did the Beasleys get away with this?
