Not necessarily but probable.

Per FCC rule 15.223, a Part 15 device is OK on that frequency (in fact, any from 1.705 to 10 MHz with some exceptions) if its field strength is less than 15 microvolts per meter at 30 meters, or the bandwidth of the device in kHz divided by the frequency in MHz, whichever is higher. In most cases, 15 uV/m would be the higher level if we're talking about a typical AM station with a 20 kHz bandwidth or less.

Of course, it would be up to the operator to figure out how much power he could legally run. My guess would be much less than the approx. 50 mW output (100 mW DC input to the final amp at 50% efficiency) into a 3 meter antenna allowed by 15.219.

Not to mention a very informative website. Probably someone with a Rangemaster playing around...Not sure if it is totally legal, the FCC website says 1705khz as the upper end of the AM band, but the Rangemaster site claims their transmitter operates part 15 at 1710Khz.
 
I've noted a few other Part 15 stations operating at 1710 in other areas of the country as well. Most likely this is a Rangemaster.

I was curious if anyone has actually heard the station. I'm trying to find a clean frequency to use for my own Rangemaster and depending upon where I locate, I may have to use 1710. I may have to take a drive to Fort Wayne sometime to give this a listen.

Yes, I am a Distributor but I am not making a sales pitch.

I am hoping to transfer with my company to Indy this year and if I do, I'd like to find a suitable community in which to locate my own station. Finding a frequency that is clean enough to use during the daytime is going to be a challenge in some parts of the state. Currently I am looking at some communities like Anderson, Terre Haute and a couple of small rural communities that are close to each of these small cities. By understanding what kind of range an existing station is obtaining on 1710 will give me an idea about whether or not to use it if I do indeed move to Indiana.
 
Wikipedia doesn't mention it under "1710 AM" I venture to guess its a micropower...so cut the dude a little slack.

WOWO might have been a bleed-over to 1710 if you were driving near their tower site.
