Fox 10 Audio Quality

I have Cox Cable, and I've noticed in recent weeks that the audio on Fox 10 tends to be lower than the other channels, and the dialogue portion tends to be muffled or distorted on some of the station's shows.

The problem seems to be most noticeable on a show like "Judge Judy", which seems to have been recorded with a mono mix.

Ironically, Fox's other local outlet, KUTP-UPN 45, sounds just fine.

Does anybody on this board know if this is a Cox issue or a Fox 10 issue?
 
The KSAZ-TV channel 10 main channel (stereo
or mono) audio definitely lacks a high end,
however their SAP audio is crisp.

I just did a compare on stereo/SAP/mono for
KPNX channel 12 Mesa-Phoenix, and while the
frequency response on each seems roughly the
same, their SAP is a bit distorted (hot).
