Fox Business puts ads in a smaller box

Lately the commercial breaks on FBN shrink to a slightly smaller box with a white border. Why? Doesn't seem to be the case on Fox News. If the advertisers get 95% of the screen area, do they pay 95% of the ad rate? Just curious.
