We flipped to Fox a few weeks ago and most everyone is in agreement: it's nothing near what ABC was in terms of anchors, delivery and sound. Although Fox has gotten better, it's still not as polished as ABC or CBS for that matter. For example, Fox has chosen not to offer anchored coverage of some news events. That makes a difference in the eyes of some program directors and news directors who want some professional commentary and insight after the news conference.
Fox does have one advantage: it's cheaper and the spotload is much lighter.
