Fox Translator Flagstaff

The analog translator rebroadcasting KSAZ Fox 10 Phoenix
has finally flash cut to digital. It remains on physical channel
48, K48GI-D atop Mt. Eldon in Flagstaff.
 
Based on last Friday's license filing, I would expect to see digital signals on both channels 39 and 48. Why Fox maintains two translators in Flagstaff puzzles me. Even though K39FC lists East Flagstaff as their community of license, the two stations' coverage is nearly identical.
 
The channel 48 translator for KSAZ, Fox 10 covers the City of Flagstaff as
well as points west and south. The channel 39 translator covers areas like
Doney Park, Leupp and Winslow, all east of Flagstaff, which cannot receive
channel 48.
