The NASCAR race was called around 8:45pm ET. I believe the FOX Network had planned on filling the programming window until 11pm ET.

I'm guessing most FOX affiliates (at least on the East Coast) had planned for no local news since the race would be covering the timeslot.

What did FOX National do -- keep it programmed until 11pm, or throw it back to the affiliates at 10pm?

WAGA/Atlanta had news at 10 PM, so they threw it back. I think that is what they normally do.
 
Most Fox stations planned on having news to run after the race anyway, since Fox always leaves a half hour between NASCAR and Mad TV when they run Saturday night races for news.
 
WTIC-TV (FOX) channel 61 of Hartford ran news as usual at 10 PM.
 
WTXF-TV 29 ran their 10 PM newscast followed by Mad TV at 11 PM, Talkshow with spike at 12 AM.
 
In my opinion, if a sporting event runs on Fox in prime-time and was expected to delay the 10PM (or 9PM) newscast, they probably keep the news staff on standby in the event of a rain delay, should the event be cancelled before the regular time for the news.

Whatcha gonna do? Standard modus operandi for rainouts. Cops reruns on the full network until 10/9c/8m/etc., then go local from there until MADtv.
