Frank 104 / Eagle 104

Has anybody heard of a station in the Ocala market called Frank 104? If you have... it was in the morning, plus...they play Adult Standards.
Then, at noon; they switch gears and become a talk station called Eagle 104.3 FM. With conservative talk programming from people I have never heard of.
Is block programming coming back or what?
Who is running this station? Do they know what they are doing?
Interesting.
