"Frank FM 97.1" on 1310 - WDKD?

On several of the DX lists I frequent, there's been ongoing discussion of a mystery signal being heard by a fellow in Delaware - a station on 1310 calling itself "Frank FM 97.1." We've ruled out pretty much every 1310 signal in the northeast based on local listeners' checks, but a Google search turned up a mention of "Frank FM 97.1" on the Magnolia Mall's website (http://www.shopmagnoliamall.com/about_us/news/read/3530), in conjunction with the other Miller stations on 93.7 and 99.3.

Miller has a CP for a new Orangeburg translator, W246BX on 97.1 - and of course he also owns WDKD on 1310 over in Kingstree, which I understand has been relaying Star 93.7.

Anyone within listening range of either W246BX or WDKD able to confirm that they're now "Frank FM"? A whole bunch of puzzled DXers would be in your debt...
 
Yep, that is it. WDKD has been a simulcast of Frank for a few months, as WDKD has simulcast that station.

It used to simulcast Star, but now it simulcasts Frank.

Of course, this raises a new question: how is the translator on 97.1 originating programming? I think it's too far from WDKD to be a legal AM-on-FM translator...is Miller running "Frank" as an HD2 subchannel on one of its FMs, then translating the subchannel on 97.1?

Nope. An FM translator of an AM has to be within the 2 mV/m contour of the AM signal, and the translator in Orangeburg is too far from the AM in Kingstree to meet that requirement.

Another report on one of the DX lists included a legal ID - it's WSIM-HD2 Orangeburg, WDKD Kingstree. From the FCC's point of view, the translator is relaying 93.7's HD2, while the AM is simply simulcasting the same programming.

Somewhere, a communications lawyer is smiling...
 
Frank is not Frank Sinatra, but a variety hits format like you hear on many Jack FM's around the nation. I know it's very weird that an AM carries that format, but they're just about the only one.

That was the first thing I thought of.

So it's back to hoping I can pick up WEZV way out in the boondocks.
