Frank FM 99.1 KBIN - Pirate in the SCV?

Might try a portable FM radio and check 94.3 for a null/peak then check 99.1. Wouldn't it be a hoot if he is up there on the tower above the Odyssey?

This was my original thought as well. Actually was comparing it to KCAQ-2 on my drive a few days ago. Very similar.

One difference is that Frank is dead in the area of the Newhall pass. Complete signal loss at Balboa & San Fernando.
 
Found the same as well, signal not good in the Balboa/San Fernando Road. Ran out to the east side of San Fernando and found the signal fell off. Thought the station might be in the hill above Pacoima Wash.

I had to go over to Stevenson Ranch a couple days ago. I didn't have my DF antenna with me but on my Icom 706mkIIg in the truck with the 20db attenuator in, he was full scale about half way up the hill. I'm sure I was right on top of him but I couldn't spot his antenna. First chance I get, I'm gonna take my DF antenna (3 element) and go back up there. A couple days ago when I was on Vasquez Cyn by Bouquet, there is a small spot on Vasquez where Oat can be seen. Guess what part of OAT can be seen? Stevenson Ranch. Franks signal was strong there. When I moved up so that I could no longer see OAT, Frank's signal faded out. So based upon my findings, I say he's in Stevenson Ranch. Also on Decoro, when you cross over the bridge going towards Valencia High, his signal is 20db over S9 while on the bridge. That is a nice open spot there that sees .... yes Stevenson Ranch. I'll let you know if I'm successful in finding him.

I've been under the impression this operation has been at or near Oat since the get-go.

Signal is rock solid in Northridge (118 & Reseda).

Best guess, he's in or adjacent to the gated neighborhood above the Hampton Inn on The Old Road.

Yes, you are right. I'm busy right now but I'm gonna install my doppler DF on my truck sometime this week. If he's in a gated community, I'm sure he's keeping a close eye on "the gate"

I hear 99.1 in Thousand oaks

I am able to hear 99.1 in Thousand Oaks down on moorpark road but not on thousand oaks blvd

I need the name & address of 99.1 to report them I think it's unaceptiable for the to broadcast illiagley

I installed the Doppler DF'er on my truck today and had a look for Frank. From I-5 and Lyons, the bearing is directly into the homes behind the Hampton Inn. I drove up there but due to multipath I couldn't maintain a reliable bearing lock. The signal was so strong (even attenuated 20db) that the bearing indicator was spinning. So, he's up there but it's gonna take some more sophisticated equipment than I have to find him.

I checked 99.1 in Simi valley they got call signs assigned KWSV-LP Simi Valley
 
So what format will KWSV Have? Seeing how it's mentioned. And who owns it?
Probably religious, as the licensee is "Strategic International Ministries". (You know, you can look this stuff up yourself at FCCInfo.com ...)
 
Strategic International Ministries is on a time share agreement with another LPFM in Venice. SIM's hours of operation are 12:00 midnight - 11:59am. Their CP is for 100 watts ERP and their antenna location is 118 39 17W, 34 16 55.3N (Humming Bird Nest Ranch). They are also using a directional antenna pointed into the West end of Simi Valley. Most likely they'll only cover about half of the Valley (IMHO).
 
Understand the Venice station and the Simi station are planning to request unlimited for both because they are just over the minimum separation. They became an MX group with Malibu and Longbeach on the same freq.

RECNET consulting both Simi and Venice.

Back to Frank.

As of 9AM still off. FCC was informed by the Simi LPFM of their location. They received some sort of location information about 2 weeks ago and make a complaint with the FCC.
 
Regarding Venice and Simi, lets not forget that they aggregated points in order to break their MX group. The action that they took resulted in the dismissal of 5 or 6 other applicants. So therefore, they should be heald accountable for their actions. The time share agreement should be upheald by the FCC regardless if they are fully spaced now or not. Others paid the price, so Venice and Simi need to abide by their agreement. That's the way I see it (IMHO).
