Frank FM 99.1 KBIN - Pirate in the SCV?

Checked today (10/27), and it's still there. Excellent to decent reception on Moorpark Rd. from the 101 to Santa Rosa Rd., and on Santa Rosa Rd. all the way to Arneill Rd. in Camarillo.

i tuned in 99.1 and found out frank is off the air again
 
I am picking it up in Burbank......if I step a foot in either direction I lose the signal....they just played two Holiday songs
 
Kznq-lp moving from 101.5 fm to 99.1 fm

Well folks this is smooth jazz 105.7 fm a part 15 radio station in thousand oaks i cover my nighborhood only here i saw at the fcc website that kznq-lp is applying to move to 99.1 fm in santa clarita, ca wonder why they ar moving from 101.5

On Friday at 12pm The new station KWSV-LP ON 99.1 went on the air they play country and they are called 99-1 the ranch

Due to Tropospheric Ducting along the coast (on warm days), 50KW KGB in San Diego is 60db over the noise floor here in the Santa Clarita Valley. That is why we wanted to move to 99.1

While KZNQ-LP may, at times, be experiencing reception difficulties due to propagation
anomalies, such disturbances to FM reception caused by changing atmospheric conditions are not
uncommon occurrences in West Coast regions, as well as other areas of the country.31 Numerous FM
broadcast stations on the Gulf Coast, in the Great Lakes Region, and other areas face similar reception
problems within their respective service areas. Therefore, KZNQ-LP's situation is not a special
circumstance. Furthermore, the Commission has rejected tropospheric ducting as a basis for granting
waivers of the Rules.32 Thus, this propagation phenomenon does not provide sufficient justification to
warrant waiver. We thus deny the waiver request and will dismiss the Modification Application.
