Freeform radio for community members in Omaha

I live in the Boston area where there are many opportunities for community members to dj on college radio stations (Emerson College, Tufts, MIT, Harvard, Boston College, Boston University). Both students and community members go through a training program after which they can host a show (students get first dibs) as well as sub for other shows. I know people who are board operators for commercial radio who dj college shows because it's the only place they can play whatever they want.

Does this exist in Omaha? I have a friend who loves music, has a great voice, and is a bat (that is, stays up all night, sleeps during the day) and would be perfect for a college overnight show. He is under the impression that Omaha doesn't have the same opportunities, so I thought I'd check in with you folks to confirm it. Any information about other markets in the area would be appreciated too, like Kansas City, western Iowa, southern Minnesota or Twin Cities.
