Frequency Changes

I'm not sure if this is the place to post this here, but I wanted to know how to stations change frequencies for example if the station's frequency was 106.3 FM and they moved to vacant 106.5 FM how does this work exactly? Thanks.
 
Do you mean how is it done hardware wise or with the FCC?

If the frequency move is not too far, like the example you gave, it is usually just a matter of changing the programing in the transmitter. With some you flip DIP switches or change dials inside the transmitter. With the more modern transmitters it's done with a PC and a web interface or on the front of the transmitter using an LCD screen. Older transmitters, you had to replace the crystal. (Try finding a crystal nowadays!) Larger shifts may or may not require antenna tuning or replacement.

With the FCC it is a bit more complicated.
 
In order to make any change to a licensed facility, the FCC requires the licensee to submit an application for a construction permit. This application has to include information showing that the change is "minor" as defined in the rules and that it does not violate FCC spacing rules or contour protection rules as well as a few other standards such as community service contour coverage and so forth. The FCC analyzes the application and decides if it conforms. Assuming the application passes muster with the FCC and there are no objections from potentially affected parties, then the FCC will issue a construction permit.

After that, it could be as simple as changing frequency on the exciter, but often more significant retuning is necessary.
