Fresno over air - antenna TV

Who's brilliant idea was it to have half of local TVs to broadcast from antennas due North and half of them from antennas 90 degrees off to the side, due east?
 
Who's brilliant idea was it to have half of local TVs to broadcast from antennas due North and half of them from antennas 90 degrees off to the side, due east?
Very often the use of different sites is due to restrictions on each station's location due to other stations on the channel and adjacent channels. Sometimes there is no choice. Other times, it's a case of a station licensed to an adjacent city trying to serve more than one market.
