Any logic behind this? Why not just issue separate licenses for a bunch of LPFMs not dependent on the translated station?
 
They do this for state-wide educational networks that feed both full-power and translator relays by satellite.

Only translators in the reserved band may be fed by satellite. All translators in the non-reserved band must pick up the translated signal off the air... including another translator. This is what lets groups build large clusters of translators where they can't put a full powered station. The worst offender is Calvalry Chapel of Twin Falls.
