Full-power stations that exist only to retransmit other stations

(is there another station using Channel 39 in Western Wisconsin or Minneapolis-St. Paul?)...
none. Only one in Wisco is in Green Bay (CBS)
There are some translators in SW Minnesota using 39 but nothing in Minneapolis (31,32,33,34,35 then 40)
 
If I remember correctly, doesn't all the main islands in Hawaii have full power stations that just rebroadcast the Honolulu major networks?
 
...indeed, all of the ABC, CBS, Fox, NBC and PBS affiliates on Hawaii, Maui and Kauai rebroadcast the affiliates from Honolulu (on Oahu). The only full-power station on the island of Hawaii that originates its own programming is KLEI/v6 in Kailua-Kona, a My Family affiliate...

The WEAU tower is a considerable distance east (and south) of Eau Claire. I'm betting the Green Bay station is the reason WEAU couldn't use 39 post-transition. Green Bay wasn't a problem pre-transition as it was on 56. (and obviously they couldn't stay on 56!)
 
WFRV never operated on 56. Got reassigned to 39 prior to building.

WEAU could have kept 39, but chose 13 instead. They clearly regretted that as they moved to 38 when their tower came down and was rebuilt.

I can tell you that on Kauai, if you're lucky, you can get PBS. KHNL supposedly has a translator - that I couldn't get a signal from any direction (I never did try up...) - which should have KGMB as .2 . KITV & KHON are not available OTA anymore. Maui has the NBC/CBS on one channel, and ABC, PBS, FOX and MyNetTV are on their own channels (MNT is on it's own channel due to the Raycom shenanigans - I understand KGMV's licence is tied to the facility that is now KFVE.

Not that it matters - as Time Warner cable on Kauai is nearly universal, as Hawaiian Telephone barely offers DSL in Lihue. ( HawTel wanted $4000 + a 3 year term for 1 T1 circuit for my company's office. We said no thank you and went with Time Warner business class Internet and a site-to-site VPN back to the mainland)
