I definitely know that burned out feeling. The best reason I can come up with for poor first timer retention is that our audience has very high loyalty, while our 2nd and 3rd choice listeners account for very little of our audience. It may be that most of our first timers used us for a short while, depending on the news situation - we're heavy with military - and then moved on. I do know that it is a trend among many stations to raise more money from fewer people.
