Here in Australia, many FM stations are Mono. Almost the entire ABC-Regional & Radio National networks are mono EXCEPT a few high powered regionals which do opertate in true stereo on FM & some operate with 'pilot only' - no stereo audio. Wollongong on 97.3 for years was pilot only until I emailed them & suggested they switched to true stereo & they DID! Wollongong is 100kw.

Many 'narrowcasters' on the channels 87.6/87.8/88.0 are mono including many music stations. Many of these narrowcasters are really 'commercial' with extensive advertising - loop holes in law means they could get away with it.
