Gone or just missing?

WJTB, which is supposed to occupy the 1040 spot on the AM dial, has been on and off... often off since at least January or February. It occurs to me that the station may have succumbed to the bad weather as the owner(s) has/have allowed technical deficiencies to impede their on-air product for a number of years now. As of of 5/22, I have not heard a peep out them for over a week. However, people who are closer to the transmitter say that they were on the air a couple of weeks ago with a faint signal and seemingly very low power. They run or ran an "off-the-bird" Gospel music service. I'm wondering if they are on-air, but running so low on power and modulation, that I can't pick them up in the Berea-Brookpark-Middleburg Hts. area.
 
They have been completely off for 2-3 weeks now (I drive within sight of their tower every day). Before that, they were on very low power occasionally.
 
WJTB was back on air Wed. 5-28. Low power, under modulation, distorted sound,
but at least I could tell they were broadcasting Gospel music. There have been times
where they have been broadcasting unintelligible garble, so bad that I couldn't even tell
if they were broadcasting music or talk.
