Good Day L.A. Rewind?

I don't know when this program first appeared, and there's virtually nothing about it in Google other than TV listings site results. But every weekday at noon, for two hours, KCOP is airing something called "GDLA Rewind," which is nothing more than a telescoped rerun of their 7 AM news.

Is this a new low in local affiliate cash-strappedness? Where there's not only nothing available (and/or affordable) from the backend or front end syndication markets to broadcast, but where even live news can't generate revenue during those hours -- so you simply rerun old news from 5 hours before?
 
KSHB reruns their 10 o'clock news at 12:38 AM, I don't know if this is a recent development or not but it's the only station in KC that does that, as far as I know.
 
It’s Good Day so it’s lighter, somewhat more evergreen fare, but it’s also WAY cheaper for KTTV than worrying about getting syndicated fare and whether or not it’ll generate hash marks or be gone in a year. GDLA Rewind may generate hash marks, but at least they’re not losing money on it!
